The DPVC is organized in a pyramid structure of 41 precincts (contained in 3 wards), a county central committee, the 4 county officers, and an executive board.
The base of the pyramid consists of the precincts (neighborhoods); there are 41 precincts in Valencia County. Precinct boundaries are set by the County Clerk’s office once every 10 years, after the census.
The Democratic Precinct Committee Officers (PCOs) elected in each precinct are the Precinct Chair, Vice Chair, Secretary, and Treasurer. PCOs are elected to 2-year terms in the spring of every odd-numbered year.
The DPVC organizes the 41 precincts of Valencia County into 3 wards. The County Clerk’s office is not involved — wards are a Democratic Party structure.
The officers elected in each ward are the Ward Chair, Vice Chair, Secretary, and Treasurer. Ward officers are elected to 2-year terms in the spring of every odd-numbered year.

Also, each ward chooses representatives to the DPVC’s 3 standing committees:
- County Credentials and Rules Revision Committee (the ward Chair is the representative)
- Convention Credentials and Rules Committee (each ward elects a representative)
- Platform and Resolutions Committee (each ward elects a representative)
County Central Committee (CCC)
Each ward Chair and each precinct Chair is an automatic member of the DPVC County Central Committee (CCC). Some precincts have additional CCC members. The CCC is created in the spring of each odd-numbered year and CCC terms are for 2 years.
The CCC members, representing their precincts and wards, elect the County Chair and Vice Chair. The CCC members also elect representatives to the DP of New Mexico State Central Committee (SCC). These elections happen at the County Convention held in the spring of each odd-numbered year.
The DPVC officers are the County Chair and Vice Chair (both elected by the CCC) and the County Secretary and Treasurer (both appointed by the Chair). These elections and appointments happen in the spring of each odd-numbered year at the County Convention, and the terms are for 2 years.
The County Chair can also appoint additional committees that the Chair deems necessary or that the CCC authorizes.
The DPVC Executive Board consists of the 4 County Officers, the 3 ward Chairs, and other officials appointed by the county Chair. A new Executive Board is formed after the County Convention in the spring of each odd-numbered year. Executive Board terms are for 2 years.
